Scottish Government validates data personas with User Vision in 2 workshops and 16 participant interviews

The Scottish Government's Data Standards Team faced the challenge of developing a Data Transformation Framework (DTF) to improve data maturity across the public sector. To ensure the framework would work for all users, they needed to validate and enhance their existing data personas. They commissioned User Vision to conduct research to identify gaps in these personas and provide a clearer view of how public sector workers interact with data.

User Vision, in partnership with Effini, conducted an online survey and held workshops with data professionals to gather insights. They analyzed this data to refine the draft personas, identifying priority types and revising descriptions. The resulting report provided the Scottish Government with an evidence-based set of personas, enabling them to optimize the rollout of the DTF and more effectively target individuals who would benefit from the new framework.
