Technology Bolsters The Transfer Of Power In Kenya.

Unify and Soulco partnered on Kenya’s County Connectivity Project to support the country’s 2010 constitutional mandate to devolve services to 47 counties. Faced with dilapidated telephony systems, non‑functional PABXs and no centralized WAN/LAN approach, the government needed last‑mile connectivity to link county offices to the National Optical Fiber Backbone Infrastructure (NOFBI) and deliver equal, reliable access to public services.

The consortium deployed an IP communications platform—OpenScape 4000 with OpenScape Video—5,500 OpenStage phones, wireless routing to the NOFBI, secure Enterasys data components, OECD‑backed financing, three years’ maintenance and a train‑the‑trainer program. The rollout established a real‑time IP voice and video network (initially 29 counties, expanding toward all 47), enabled centralized monitoring, sped up citizen services like ID processing, reduced travel through video conferencing, and built local technical capacity as the foundation for Kenya’s e‑government ambitions.
