A Tungsten Automation Case Study
Ventura County’s Human Services Agency, which delivers benefits and protective services to a growing population of about 830,000, faced rapidly rising caseloads (e.g., CalFresh, Medi‑Cal, CalWORKs) while operating with flat or reduced budgets. The agency was overwhelmed by paper processes—more than 600 form types and large off‑site storage needs—creating backlogs, audit burdens, security concerns and delays in delivering critical services.
In 2011 the county deployed Kofax Capture and Kofax Transformation Modules across 12 HSA offices with 74 scanners and a centralized ECM repository, digitizing roughly 4.2 million documents a year. The automated solution cut storage and paper costs, improved data security and auditability, enabled 64% faster information retrieval and better workload balancing, and produced an estimated $3.9M in three‑year benefits (including $1.9M in labor savings and $1.1M in storage savings), yielding a 29% ROI and payback in just over two years.
