With 15 full‑time employees manually entering citation data—an average of about 30 minutes per citation—the Court risked delayed revenue from traffic cases and urgently needed a faster, more accurate way to initiate cases.
Working with NEKO, the Court implemented Kofax Capture with Kofax Transformation Modules, beginning with the California Highway Patrol (which generates 45% of citations). The automated solution scans citations, extracts and validates handwritten data, and integrates with DMV and the case management system, cutting processing time by about 94% (to a few minutes per case), eliminating the backlog, achieving 92–95% readability, improving data quality and freeing three full‑time employees for other work.
