Oxfordshire County Council Goes Digital to Streamline Services

Oxfordshire County Council, one of the UK’s largest local authorities with over 21,000 staff, was hampered by paper-based HR and social care processes — recruiting around 3,000 people a year generated vast amounts of paper and the council held some 45,000 files. A 2005 office move highlighted severe storage constraints and the need to centralize records and meet emerging electronic social care record requirements.

OCC bulk-scanned files and deployed Kofax Capture Enterprise integrated with its SAP HR index and existing EDMS, with implementation support from Twofold and barcode-enabled scan stations across the county. The programme digitized tens of thousands of documents (including 15,000 live social services files), delivered seamless indexing and secure access, reduced physical storage, sped up workflows, and achieved wide user adoption within months, improving information sharing and service delivery.
