The National Operational Unit for the Information Society (NOSi) led Cape Verde’s effort to modernize the National Social Security Institute (INPS) amid the challenges of a nine‑island archipelago. Heavy reliance on paper and manual validation across dispersed offices created lengthy delays—some reimbursements took 25–75 days—and the government needed rapid, reliable scanning and backfile capture to automate payroll and prescription processing.

NOSi and partner People’s Council implemented Kofax solutions (Capture, Capture Network Server, Transformation Modules and VRS Elite) to centralize scanning, automatically classify documents and extract variable payroll data across islands. The deployment automated over 90% of previously manual processes, processed more than one million documents annually, reduced pharmacy reimbursement times to 1–2 days, made contribution data available within 24 hours, and created a full digital archive that freed staff for higher‑value tasks.
