Transitioning From Hospital- to Regional-Based Strategic Planning to Address Changing Community Need

Mountain States Health Alliance (MSHA), a 13-hospital system serving about 1.1 million people across 29 counties in four states, faced a growing population-health challenge: an aging, underserved population with poor health behaviors. Its traditional facility- and state-line–based planning and “hub-and-spoke” operations didn’t reflect where patients actually sought care, leaving strategic priorities fragmented and misaligned with community needs.

Working with Truven Health Planning Solutions, MSHA used detailed market, migration, utilization, and chronic-disease data to reorganize into three patient-behavior–based regions, build regional dashboards, and map resources and partners. The new regional planning process cascades through the organization, aligns business units around population health, improves operational consistency, enables better resource matching and partnerships, and positions MSHA to better manage costs and coordinate care across the continuum.
