Surrey County Council, whose site (www.surreycc.gov.uk) attracts about 600,000 visits per month, faced a usability problem: their 200+ content authors were overly reliant on the web team because the bespoke implementation of Squiz Matrix CMS had become complex. The council engaged Squiz to simplify authoring and make it easier to create additional campaign and partnership sites while keeping governance and content quality under web team control.

Squiz helped Surrey County Council implement Squiz Edit+ and leverage out-of-the-box Squiz Matrix CMS features, with the in-house team carrying out most of the rollout and Squiz providing guidance. The phased migration with link redirects enabled staged content moves, reduced IT dependency, and made it simple to spin up sites (for example, Surrey Outdoor Learning and Development); the site also gained dynamic feeds, responsive design and faster updates. As a result, the council won SOCITM’s Best Local Government Website in 2014 and achieved a maximum 4‑star SOCITM rating in May 2016, demonstrating clear, measurable improvement.
