The Office of Rail and Road (ORR), Britain’s independent regulator for rail and highways, was constrained by an unsupported, heavily customised CMS that consumed its small web team with fixes and produced poor user satisfaction (e.g., only 39% were satisfied with ease of finding content). After researching options, the ORR chose Squiz and a migration to Squiz Matrix to enable easier content management, reduce technical debt, and improve the digital user experience.

Squiz ran workshops with the ORR, used the organisation’s prior research to define detailed requirements, and delivered the migration in a 4-month turnaround. The move to Squiz Matrix introduced workflows and devolved governance, an HTML prototype validated improved user journeys, and the project was delivered on time, to spec and on budget. As a measurable impact, the ORR archived 30% of content during migration, reduced the web team’s maintenance burden, and improved usability for internal and external stakeholders while adopting an agile approach for ongoing enhancements.
