Plenary Group’s Plenary Justice was appointed to deliver nine regional police and courts facilities as South Australia’s first public‑private partnership. The project faced significant operational challenges: remote sites with varying contractor availability and standards, very strict KPIs, complex PPP reporting and payment rules, and the early insolvency of the original facilities manager—creating an urgent need for a centralised, web‑based FM helpdesk and a reliable fee‑abatement/payment mechanism.
Service Works Global’s QFM was deployed as an integrated FM helpdesk and PPP concession management system (installed and customised in eight weeks). QFM delivered a secure web interface, an automated deduction calculator and traffic‑light Event Director for response/timeframe tracking, plus one‑click reporting and invoicing. The result was uninterrupted service during the operator transition, full compliance with response KPIs, elimination of labour‑intensive spreadsheets and no fee abatements—optimising delivery and transparency across the PPP.
