Ville de Lyon, France’s third-largest city with about 500,000 residents, faced an entrenched paper-based administration that made routine tasks—most notably public school registrations for 40,000 children across 200 schools—time-consuming, error-prone, and frustrating for families and staff. City Hall set out to go digital to save time, reduce mistakes, and improve the quality and timeliness of citizen interactions.

The city digitized and centralized historical records and deployed Selligent’s marketing-automation platform to send personalized emails and forms, automate cross-channel communications (with print fallbacks) and add social channels. The initiative reached roughly 400,000 citizens, achieved a 75% adoption rate, delivered a 93% increase in collected email addresses, put citizen data into real time, sped up school sign-ups, reduced costs and administrative effort, and made Lyon the first major European city to use marketing automation for public administration.
