The County of San Bernardino, a large public service organization with 42 departments and more than 25,000 employees, needed to modernize its travel and expense processes and move off a legacy on‑prem SAP Travel Management system. With a wide geographic footprint and initial staff concerns about cloud security and change, the county faced the challenge of migrating to a cloud solution without disrupting operations or overwhelming users.

The county implemented SAP Concur (Travel & Expense, ExpenseIt, Drive, Concur Request, TripLink) using a phased rollout, extensive change management, and a hybrid integration (ICS and SFTP) with its on‑prem SAP ECC. The result: self-service expense management rose from 10% to 50%, faster reconciliation (reducing months‑long backlogs), fewer lost receipts, simpler reporting, and high user satisfaction—positioning the county to expand its cloud journey with RISE with SAP.
