The Dutch Ministry of Justice, the largest government department in the Netherlands with roughly 100 public websites and millions of users, faced an ad hoc, decentralized web presence that made it difficult to keep legal information current and consistent. A central web knowledge center and a study highlighted the urgent need to streamline and centralize content management and governance.

The ministry implemented SDL Tridion Sites and SDL Outbound Email to centralize publishing, enable over 100 civil servants to update content quickly, and manage about 60 subsites plus the intranet. The solution delivered faster, more accurate responses to legal changes and news, multilingual BluePrinting, direct control over newsletters with personalized email, reduced reliance on third‑party agencies, and improved site stability and a consistent look across its web estate.
