A RTA Case Study
The Arizona Department of Corrections (ADC) manages about 2,455 vehicles across 13 repair facilities but was severely understaffed, with a technician-to-asset ratio of 1:189. Relying on inmate helpers who lacked shop experience and often rotated out made it difficult to maintain readiness and support the agency’s broader goal of reducing recidivism.
ADC launched the Fleet 100 program to train selected inmates as technicians, assigning them Work Orders through RTA’s Paperless Shop and tracking productivity so their completed tasks can be documented on résumés. Rolled out statewide, the program increased maintenance capacity and completed more service requests, reduced labor costs, gave inmates marketable skills and teamwork experience, and produced positive feedback with plans to connect graduates to second‑chance employers.
