How do you give 180,000 employees a voice

The Queensland Public Service Commission (PSC) oversees workforce policy and leadership across the Queensland Government and runs the annual Working for Queensland survey of about 180,000 employees across 66 agencies to measure engagement, culture and leadership. The challenge was to give that large workforce a voice and deliver timely, actionable insights to agencies so they could identify and drive workplace improvements.

The PSC implemented the Qualtrics platform (including Text iQ and custom dashboards) to preserve respondent anonymity, analyse open-text responses, and democratise access to data. As a result turnaround dropped to 2½ weeks, over 2,000 individual agency logins were provisioned so teams can self-serve analysis or run targeted pulses, and agencies gained greater transparency and the ability to develop tailored initiatives (for example, Queensland Fire and Emergency Services’ volunteer survey).
