Affiliated Computer Services (ACS), which manages disbursement unit services for Ohio’s child support system and processes roughly 50,000 checks and 160,000 payment coupons each month, faced rising mailing costs and a compliance challenge: their existing address solution carried high maintenance fees and would have required an expensive NCOALink Limited Service Provider license to handle state data. ACS engaged Quadient to deliver a secure, real‑time address management solution using Satori Architect (Satori Software) to ensure privacy compliance while performing address correction, change‑of‑address checks and presorting.
Quadient’s Professional Services team built and integrated a custom Satori Architect application (.NET with SQL backend) that validates and updates ACS’s fixed‑width source files, presorts mail, and outputs the required files for state reporting, printing and insertion; the solution uses Satori’s remote, encrypted NCOALink change‑of‑address service (with 48 months of data) on a per‑address fee. The implementation passed ACS’s strict monthly security audits, improved support responsiveness, enabled some previously outsourced print work to be brought in‑house, and is projected to save $165,000 over the remaining three years of the state contract while reducing mailing costs and accelerating mail preparation.
