Torfaen County Borough Council joined five other South Wales local authorities to tackle fragmented procurement systems, duplicated costs and limited collaboration on sourcing and contract management. To standardise processes, share best practice and increase buying power, the councils chose Proactis’ centrally hosted eProcurement/eSourcing and contract management platform, integrating with existing business systems (SAP, Oracle, Civica) and providing a supplier portal and common templates.

Proactis delivered a single web‑based system now used by six core councils and up to 16 authorities regionally, managing over £800m of spend, 11,000+ suppliers, 1,200+ contracts and roughly 300 active tenders at any time. The Proactis solution enabled standard activity templates, increased eTendering and shared contracts (driving better prices), improved contract lifecycle visibility with automated alerts, stronger supplier risk monitoring, reduced paper and lower operating costs — boosting procurement efficiency for Torfaen County Borough Council and its partners.
