Scotland’s national eProcurement portal, Public Contracts Scotland (PCS), uses Proactis to increase competition and support best value

Public Contracts Scotland (PCS), Scotland’s national eProcurement portal, needed to increase competition, support “Best Value,” standardise tendering across public bodies and give suppliers free, transparent access to contract opportunities while meeting EU/UK procurement rules. To achieve this the Scottish Government appointed Proactis to design and operate the PCS eProcurement service.

Proactis delivered a bespoke, easy-to-use portal (powered by the same technology as myTenders) enabling authorities to publish OJEU and sub‑threshold notices, run Quick Quotes, collect ESPD responses via a Supplier Information Database, transfer award data to the government hub and let prime contractors advertise sub‑contract opportunities. The Proactis solution broadened supplier access and strengthened buyer–supplier communication—supporting 1,400+ authorities, 66,000+ active suppliers and around 110 OJEU notices per month—improving transparency, competition and value.
