Proactis helps City of Wolverhampton Council with its transformation to ‘No PO, No Pay’

City of Wolverhampton Council, the public authority serving over 250,000 residents with 4,500 staff and 70 services, faced a highly manual, paper-based invoicing process built on an old IBM mainframe, minimal use of purchase orders and a supplier master file of some 25,000 records. To tackle visibility, control and late-payment issues the Council engaged Proactis to transform ordering and invoicing.

Proactis implemented Proactis Invoice Capture integrated with the Council’s Unit4 Business World finance system, using OCR scanning, automated matching and workflow to support a ‘No PO, No Pay’ policy. As a result Proactis helped automate invoice processing, improve spend visibility, satisfy legislative requirements and reduce suppliers from 25,000 to under 7,000—speeding payments, cutting administration and enabling clearer reporting and accruals.
