Scottish Borders Council, a unitary local authority covering over 1,800 square miles, struggled with limited visibility and control over hundreds of millions in annual spend, a heavy paper-based purchase process (around 100,000 orders and 8,000 suppliers) and inconsistent adherence to procurement procedures. To address this, the Council chose Proactis to provide an easy-to-use, configurable eProcurement / purchase-to-pay solution with integration to its financial system, tailored authorisation workflows and document scanning.
Proactis implemented a configured purchase-to-pay system, piloting it before rolling out to four of six major departments. The Proactis solution now supports 400+ users, provides a full audit trail and management reporting, has 75% of orders transmitted electronically and scans all invoiced transactions — delivering improved spend visibility, control of the payment pipeline and measurable process efficiency gains.
