Scottish Borders Council, a unitary local authority covering over 1,800 square miles, struggled with limited visibility and control over hundreds of millions in annual spend, a heavy paper-based purchase process (around 100,000 orders and 8,000 suppliers) and inconsistent adherence to procurement procedures.
