Denbighshire County Council Gaining Spend Control with PROACTIS

Denbighshire County Council, responsible for about £130m of annual spend across 4,500 suppliers and handling roughly 180,000 invoices a year, needed tighter controls and visibility of purchasing after an audit highlighted weaknesses. The Council chose Proactis to replace fragile manual processes and establish a robust purchase-to-pay and broader eProcurement framework that would enforce approvals, check budgets and support end-to-end procurement across dispersed offices, schools and directorates.

Proactis deployed its purchase-to-pay, sourcing and contract-management solutions integrated with the council’s finance and AP systems, with online catalogues, supplier punch-outs, configurable approval workflows and multi-language access. The system is live for about 300 users (scaling toward 1,000+), has increased PO-driven purchasing, improved visibility of commitments against budgets, and is capturing data for better spend analysis and supplier rationalisation—results Proactis says put Denbighshire well on the way to its full-scope procurement vision.
