City of Cardiff Council Transforms its Residential & Nursing Care Provision

The City of Cardiff Council sought to transform how it secures Residential and Nursing care placements for older people and those with mental health needs. Faced with an £18 million annual spend, slow phone-based sourcing, limited choice for service users and low visibility into the market, the Council selected Proactis and its Source-to-Contract suite (Supplier Management, eSourcing and Contract Management) to standardise, speed up and make the process fairer and more transparent.

Working with Proactis the Council implemented a Dynamic Approved Provider List (DAPL), advertised timed electronic opportunities to accredited providers and automated scoring, contracting and audit trails. Within three months 100+ providers were registered and 170+ opportunities advertised; in the first five months the Proactis solution issued 300+ opportunities and delivered projected annualised savings of £383,500, faster placements, greater transparency and up to two hours’ staff time saved per case.
