City of Cardiff Council Achieves Over £550,000 Annualised Sourcing Savings After Procurement Transformation

City of Cardiff Council, responsible for £28m of passenger transport and 500+ daily routes, needed greater control, speed, transparency and the ability to bring new providers into home-to-school transport sourcing. The Council partnered with Proactis and adopted a Passenger Transport Dynamic Purchasing System (DPS) using Proactis’ reverse eAuction and e‑procurement technology to replace long fixed frameworks and enable regular, competitive sourcing.

Proactis implemented the electronic DPS, split contracts into lots and ran reverse eAuctions that allowed new suppliers to join and compete; more than 60 local providers registered within weeks. The solution delivered over £550,000 in annualised savings (reported at £588,000), faster and fairer procurement, improved visibility and sustainable, flexible sourcing for complex transport requirements.
