Caerphilly County Borough Council Achieves End-to-end Procurement With Proactis

Caerphilly County Borough Council, one of the largest local authorities in Wales serving 171,000+ residents and employing 8,700+ staff, needed to replace inefficient, non-transparent procurement processes that made it hard to track orders across c. £196m of third‑party annual spend. The Council had a long‑standing goal to develop end‑to‑end electronic procurement and initially implemented Proactis Purchase‑to‑Pay to capture and standardise purchasing across the organisation.

Working with Proactis, the Council extended its solution suite — adding Proactis Sourcing, contract and supplier management and a collaborative procurement portal — to create streamlined, end‑to‑end procurement workflows. The Proactis implementation now supports 800+ users, manages 95% of procurement processes via Proactis Sourcing, registers over 18,000 suppliers, and delivers full visibility of orders and spend, resulting in standardised purchasing, cost savings and improved compliance and supplier engagement.
