Torfaen County Borough Council, which serves about 91,000 residents, needed to modernize an aging, office-bound GIS that left highways inspectors, social services and emergency partners unable to access maps in the field. After finding open-source approaches too resource-intensive and costly to maintain, the council turned to Precisely and its Spectrum Spatial solution to deliver a mobile-ready, public-facing and easy-to-manage mapping platform.
Precisely’s Professional Services installed Spectrum Spatial, importing more than 300 datasets in two days and enabling tablet/smartphone access for over 700 internal users and partner organisations while publishing public-facing map layers on the council website. The change cut repeated trips (as much as 15 miles saved per trip), reduced phone enquiries to the office, allowed near-instant data uploads by council staff, avoided per-dataset fees quoted by alternatives, and delivered ongoing support from Precisely with measurable gains in efficiency and public service.
