Intellectual Technology, Inc. (ITI), a leading service provider for government motor vehicle agencies, was asked by the Arizona Department of Transportation to reduce license plate inventory, mailing costs and the risk of exposing residents’ personal data. ITI partnered with Pitney Bowes and leveraged Pitney Bowes Presort Services to pursue a print‑on‑demand, mail-first strategy that required USPS automation compatibility.
Pitney Bowes recommended redesigning plates (lower‑gauge aluminum, no embossing), ran high‑speed sort tests, and led the USPS certification process so the plates could be mailed as automation‑compatible First‑Class flats; ITI refined the design and Pitney Bowes provided the presort and testing support. The solution enabled on‑demand mailing, eliminated DMV plate inventories and cut ADOT’s postage spend by an estimated $3 million annually (about 60%), with national USPS approval positioning ITI and Pitney Bowes to scale the approach to other states.
