A Pitney Bowes Case Study

From road repair to smart lighting, the City of Edinburgh Council is driving cost savings

The City of Edinburgh Council faced fragmented, siloed asset management systems, a growing repair backlog and nearly 29,000 annual resident complaints about aging street lighting while needing to cut £41 million from its 2019–20 budget. To create a single source of truth and manage a new LED smart‑lighting rollout, the council expanded its use of Pitney Bowes’ Confirm Intelligent Infrastructure Management solution (including ConfirmWorkzone and ConfirmConnect).

Pitney Bowes implemented the expanded Confirm platform across street lighting, roads, parks, bridges and other assets, integrating with the council CRM and the smart‑lighting management system. As a result, repair backlogs for recently added asset categories fell by 90%, 95% of repairs meet or exceed targets, missed‑collection complaints dropped more than 30%, and the lighting integration is projected to save approximately £54 million in energy over 25 years; more than 250 staff use Confirm and the city reports conservative six‑figure savings from fewer electrician call‑outs. The SaaS model also reduced IT overhead and helped the council meet its efficiency and budget targets.
