Arizona Department of Administration (ADOA) Human Resources sought to move 110,000 eligible employees and spouses away from a task-focused wellness platform toward one that drives real, sustained behavior change through daily engagement. The challenge was to increase meaningful participation and improve employee wellbeing across departments and families.
ADOA partnered with Virgin Pulse to launch a program emphasizing small, daily habits—using Health Checks for personalized recommendations, Healthy Habits, Journeys, Personal Challenges, and an expanded benefits hub with nutrition and sleep guides. In year one, 12,000 members enrolled and engaged, 44.5% tracked healthy habits at least 20 days/month, 23% earned a $200 incentive, 56% reported being satisfied or very satisfied, and leadership reported the program exceeded its first-year goals.
