Establish a Wellbeing Program for a Diverse, Public Sector Client

Montgomery County, Maryland — the state’s most populous jurisdiction with roughly 9,000 benefit-eligible, diverse employees — faced rising healthcare costs driven by high rates of obesity, heart disease, diabetes, musculoskeletal injuries and high blood pressure. To improve holistic wellbeing, reduce absenteeism and presenteeism, boost engagement and lower health costs, the County launched the LiveWell program in fall 2015.

LiveWell centered on the Virgin Pulse platform, offering a subsidized Max device, up to $350/year in incentives, centralized launch events, ongoing field outreach to shift participation across job types, and a 94-member volunteer Champion network. The program produced strong outcomes — 88% of participants engaged in at least one healthy behavior, 35% moved from inactive/low-active to active/high-active, with measured improvements in BMI (27%) and blood pressure (68%) — and earned multiple awards while partnering with Johns Hopkins to develop best practices.
