The Texas Department of Transportation (TxDOT), a large agency with 21 divisions and more than 12,000 employees, faced an urgent modernization challenge after an audit showed its 30+-year-old mainframe systems were outdated. The Construction Division in particular needed to replace its inefficient, hard-to-use Estimate & Letting System (ELS) to better allocate state road-construction funds and maximize budgeted dollars.

TxDOT selected Pega’s Build for Change® technology with iBridgeGroup delivery services to revitalize the ELS, automating key steps and making processes easier to use and manage. In one year the agency developed new applications twice as fast as the industry average, produced contract estimates accurate within 2–3%, avoided missed opportunities from shifting timelines, and improved usability—prompting TxDOT to standardize its application development on Pega.
