New Jersey Courts (NJC) needed to modernize how roughly 2,500 municipal court staff and up to 40,000 law enforcement users access criminal and traffic information while implementing 2015 pre‑trial reforms that require better data for judicial decisions. Decades of legacy, siloed systems and manual processes made timely, accurate case management difficult and inefficient.
Partnering with Pega, NJC built a Unified Complaint Entry (UCE) system in under nine months that lets officers enter complaints and tickets directly, automates case lifecycles and court-date generation, and integrates the MACS, Public Safety Assessment and Pre‑Trial Monitoring applications. The unified platform eliminated silos, reused 18 common use cases to save more than $5 million and 6,000 development hours, cut electronic defendant monitoring costs by 96%, and improved public safety and citizen outcomes.
