DICTU, a major IT shared-services center for the Dutch government operating under the Ministry of Economic Affairs, managed over 1,500 disparate applications and faced heavy maintenance burdens, long time-to-market and limited agility. Lack of automation and standardization — combined with individual agencies owning and controlling their products — made it difficult to adapt quickly to changing laws and meet rising citizen expectations for digital services.

DICTU built RijksZaak, a shared service-delivery platform using Pega for case management and business rules, with repurposable application components and an agile development approach that delivers usable products in three to six months. The platform made DICTU scalable while meeting individual customer needs and cut lead time for new applications from weeks to hours, reduced development cycles from quarters/years to months, and materially improved constituent service delivery.
