The City of College Park, a municipality where the vast majority of residents were underbanked and cash-preferred, faced a significant challenge in driving digital payment adoption for its utility bills. With 82% of payments being made through non-digital methods, the city also lacked the internal marketing resources to effectively promote its digital offerings.
