OpenGov digitized Bloomington’s solicitation development and evaluation workflow, enabling real-time collaboration, clearer scoring criteria, and more transparent bid handling. Since going live in 2021, the city has cut solicitation development time by 50%, reduced vendor complaints and questions by 66%, and saved 6.6% on an insurance premium bid.
