The City of Rocklin, California (pop. ~60,000) wanted to increase public understanding of how it manages revenue and spending and encourage more civic conversation. Despite running a Citizens’ Academy and posting monthly financial PDFs, residents found the static reports difficult to interpret, so engagement around budgets remained limited.
Rocklin implemented the OpenGov platform—a web-based solution that maps to the city’s chart of accounts and presents interactive visualizations—and worked with the vendor to tailor the tool to its needs. The platform made financial data easy to access and explore, led to a 300% increase in public discussions about the budget, spurred broader internal use by city leaders, and was implemented quickly.
