The Illinois State Treasurer’s Office, led by Michael W. Frerichs and responsible for managing roughly $30 billion on behalf of the state, sought to dramatically increase transparency, civic engagement, and internal efficiency. The office previously relied on static, non‑interactive data and often required FOIA requests for program details, making it difficult for citizens to access up‑to‑date, usable information.
After a competitive RFP, the Treasurer’s Office implemented OpenGov’s cloud‑based platform—branded as The Vault (iltreasurervault.com)—to deliver interactive, regularly updated data. The change cut data‑preparation time by about 80% and time to produce State Investments reports by 95%, generated easy‑to‑interpret public dashboards, improved citizen engagement and trust, and produced positive press while saving staff time and costs.
