Bernalillo County, the most populous county in New Mexico with 35 departments and 300 performance measures to track, needed an accessible, easy-to-use performance measurement system to replace spreadsheets and static PDF reports. Staff engagement was low and the county wanted a way to ensure accountability, surface meaningful metrics, and make performance data transparent to the public.
Working with OpenGov and focusing on change management, Bernalillo County moved to cloud-based dashboards and “Stories” that visualize trends, link narratives to data, and enable self-service reporting. The transition (completed in nine months) cut quarterly data prep from four hours to five minutes, saved roughly 128 analyst hours per year, deployed 300 measures across 35 departments, and significantly increased departmental buy-in and public transparency.
