PayPal faced a sprawling legal-operations landscape after its split from eBay, with "25‑something" systems plus spreadsheets and SharePoint silos that made spend management, matter tracking and strategic planning difficult. At a CLOC session hosted by Eric Elfman, co‑founder of Onit, PayPal’s legal operations leader Lauren Giammona framed the need for a unified enterprise legal management (ELM) approach that prioritized back‑end analytics, automation and scalable processes over simple ease‑of‑use.
PayPal moved to a phased ELM implementation that consolidated e‑billing and matter management into a single system of record, enhanced spend and vendor management, and began rolling out a wizard‑guided self‑service intake to free attorneys for higher‑value work. The new ELM approach — described at the Onit‑hosted event — replaced disparate tools and spreadsheets, delivered stronger analytics and common processes, and set the stage for cross‑functional data warehousing and further automation.
