ECM Implementation at Citizen Register helps Digitize Legacy Documents and Streamline Citizenship

A state-level Citizen Register, charged by the Union Government to compile a complete register within three months, faced a major legacy-data challenge: millions of paper records in multiple languages (English, Bengali and local tongues), scattered across difficult-to-reach areas with no digitization, archival or reliable retrieval. The Register engaged an ECM solution to transliterate, digitize and standardize application data under a tight timeline.

Newgen’s ECM suite (OmniScan, OmniDocs and iBPS) was deployed to scan documents at digitization centers, create and process application forms at CRCR centers, verify records and publish the final Register online, enabling citizens to search and download certificates. The implementation now supports ~400 users, processes roughly 150,000–200,000 documents per quarter, introduced multi-template forms, improved reporting and monitoring, reduced turnaround times, and delivered faster, more accurate and auditable citizenship processing.
