Arrow Child & Family Ministries, a foster care provider operating in Texas and Maryland, faced a critical shortage of family-based options for children with complex trauma, many of whom were unnecessarily placed in congregate care. The organization needed to recruit and train foster parents able to provide behavioral health, special education and life-skills support, and to streamline a lengthy onboarding process for therapeutic foster care.
Arrow launched a three-part approach — hiring recruitment staff with marketing and sales experience, expanding training (state-required 30 hours plus 16 hours of TBRI and evidence-based curricula) and delivering ongoing wraparound support — and implemented the myEvolv EHR to manage data and speed certification. In under two years Arrow recruited and trained more than 70 treatment foster parents, served 108+ children, saw 76% of discharges successfully step down to lower levels of care, moved over 70% toward permanency, and cut foster parent certification time from nine to 4.5 months.
