How Low-code helps the Adoption Support Fund support thousands of adopted children

Mott MacDonald was asked to help scale the UK Department for Education’s Adoption Support Fund (ASF) from a 13‑local‑authority prototype to a national service covering 152 local authorities, but the prototype’s manual processes couldn’t scale and a traditional IT build was estimated at six months plus extra admin staff. Vendor Netcall, using the MATS Low-code platform, was brought in to provide a rapid digital solution to meet this challenge.

Netcall configured a low‑code MATS solution that produced a prototype in two weeks and went live across 152 local authorities within six weeks, avoiding additional administration hires and staying on time and on budget. The platform enabled faster approvals and better insight—delivering 8,070 approved applications, over £34m distributed and support for thousands of children and parents (9,698 children; 15,619 parents)—while continuing to evolve to meet ASF needs.
