Adur & Worthing Councils faced deep funding cuts, changing demographics and rising service demand, so their digital team — made up of citizen developers and traditional IT staff — turned to Netcall and its Liberty Create low-code platform to redesign citizen-centred services and deliver Innovation-as-a-Service for the council’s evolving needs.

Using Netcall’s Liberty Create the team built a social-prescribing “Going Local” platform (case management, service directory and communications), a 12‑week end-to-end waste service and self-serve housing repairs and asset-management systems. Results include a two‑year pilot extension for Going Local, 7,000 self-service waste requests, 70% of bulky waste enquiries online, 61% of street-scene reports online, 33% fewer disputes and inbound calls, 6,850 homes managed with 17,900 repairs/year and 86% satisfaction, and 7,000 assets with 5,500 compliance tests — demonstrating measurable savings and reduced demand on GPs thanks to Netcall.
