South Carolina sought to modernize a decentralized, paper‑based hiring system that forced applicants to navigate multiple agency forms and amplified HR workloads amid downsizing and an expected wave of retirements. With about 45,000 employees and roughly 100,000 annual applications, the State needed a unified process to reduce duplicate paperwork, improve efficiency, and allow HR to shift effort toward more strategic recruitment.
The State implemented NEOGOV Insight Enterprise—a single, statewide online application and requisition platform—paired with NEOGOV-led implementation and training for 800 HR managers, 80 analysts and 15 recruiters. The solution eliminated thousands of paper documents, supported a 90‑day statewide rollout, and delivered 80+ report templates and workforce analytics to enable more efficient, targeted, and strategic hiring.
