Harris County Public Safety Technology Services (PSTS) faced a major communications challenge while hosting Super Bowl events that attracted an estimated 1.3 million people over a weekend. Multiple local, state and federal agencies needed a secure, real-time way to share text, voice, images and location data — capabilities beyond traditional radios and consumer cell apps, which lacked visual sharing, security controls and efficient cross‑agency interoperability.
PSTS deployed Mitel Secure Collaboration — a secure team messaging and collaboration app with group calling, video/photo sharing, annotation and controlled invite management. Used by 9 agencies (855 registered users, 390 active on game day and 58,535 app views that week), it enabled rapid information sharing that helped arrest a suspect with an outstanding warrant, identify counterfeit vendors, locate lost individuals and reduce radio congestion while improving multi‑agency coordination.
