The City of Oakland, serving about 425,000 residents, faced an aging Meridian PBX phone system with roughly 1,700 analog phones and network equipment nearing end‑of‑life. With tight city budgets, IT leadership ran an RFI/RFP process and pilots to find a cost‑effective, reliable VoIP solution that met requirements for features, disaster recovery, support and ease of maintenance.

Oakland selected Mitel (with Enterasys providing network infrastructure) and deployed a distributed IP unified communications system—now about 2,000 IP phones across eight buildings. The solution delivered built‑in failover, centralized management, easier scaling, improved productivity (unified voicemail, four‑digit dialing, workgroups) and monthly cost savings that effectively offset the leased equipment, while enabling better disaster recovery and future expansion.
