The City of Burbank Increases Address Accuracy to Improve Citizen Services, Census Data and Collaboration Across Teams

The City of Burbank faced widespread address-data problems that hampered permitting, public notifications, emergency response and preparation for the 2020 Census. Missing unit numbers, PO Boxes vs. physical addresses and geocodes placed on street centerlines instead of buildings left departments with incomplete, inconsistent records. To resolve this, The City of Burbank worked with Melissa and adopted Melissa’s Master Address Table (MAT) and Address Keys (MAKs).

Melissa’s MAT/MAKs were integrated into the city’s GIS to provide rooftop-level geocodes, standardized address formatting and verified records across departments. The solution matched the city’s GIS location accuracy 99.9% of the time, allowed the city to add more than 300 missing addresses to the Census file, and enabled centralized, sharable address data for LUCA, public notifications and improved planning.
