The UK’s Driver and Vehicle Licensing Agency works smarter with Atlassian Cloud

The Driver & Vehicle Licensing Agency (DVLA), a UK government body managing more than 49 million driver and 40 million vehicle records, needed to reduce hosting and maintenance overhead while maintaining strict security and reliability. After five years on on-prem Atlassian tools (about 800 Confluence/Jira seats and ~200 Jira projects), the agency planned a migration to Atlassian Cloud Premium to free up engineering time and improve uptime and collaboration.

DVLA executed a careful migration plan — tidying the instance (removing ~10% of inactive spaces/projects), running test migrations, and using the Confluence Cloud Migration Assistant plus Atlassian Access to integrate Active Directory and enforce IP whitelisting. The move delivered better security and faster response times, positive user feedback, virtually no downtime, improved cross-team collaboration for remote work, and roughly 240 hours of engineering time saved annually.
