The Hong Kong Jockey Club (HKJC), a large non-profit and major employer in Hong Kong with 24,000 staff and an IT organization of about 1,000, faced growing limits with its on‑prem Atlassian Server tools as it scaled. Performance bottlenecks, lower availability, data retrieval issues and the need to standardize ways of working — including rolling out Jira broadly and integrating CI/CD — made a more resilient, scalable platform essential.

HKJC migrated to Atlassian Data Center and connected Bitbucket CI/CD, replacing legacy PPM with Jira plus BigPicture and rolling out Jira and Confluence more widely. The move delivered high availability, better response times and increased user capacity, simplified risk and security management with enterprise features, and improved information flow and executive visibility — enabling faster, quarterly planning cycles and broader employee adoption.
