Texas Health and Human Services Saving Money for Citizens

The Texas Health and Human Services System (HHSS), a statewide agency with 55,000 employees administering more than 200 health and family programs, needed to comply with a 2013 Texas law requiring large agencies to collect employee cost‑saving ideas and enable public voting. Facing the costs and complexity of building its own platform, HHSS chose IdeaScale to gather, review and publish suggestions while meeting the new compliance requirement.

Using IdeaScale’s four‑step workflow (moderation, SME review, approval for public voting and feedback), HHSS publishes ideas quarterly after a multi-month review, routing submissions to experts and identifying broader themes for statewide improvement. Since launch HHSS has collected over 1,400 ideas, engaged more than 1,100 citizens who cast 16,000+ votes, generated cost‑saving proposals across facilities, recycling, business efficiencies and energy, and boosted employee engagement.
