Case Study: State of Minnesota boosts employee engagement and generates 217 innovation ideas with IdeaScale

Minnesota’s Minnovations program, run by MN.IT Services and powered by IdeaScale, set out to crowdsource IT-driven ideas from state employees to improve citizen-facing services. The challenge was engaging a dispersed workforce and ensuring submissions were practical, citizen-focused, and within scope so the best ideas could be identified and advanced.

Minnesota formed an Innovation Catalyst Team to seed and promote the campaign, partnered with public and private innovation leaders, and used a targeted communications and incentives plan (CIO voicemail, kickoff events, Hackathon, branded rewards). A four-step review process (review, refine, rate, recommend) guided selection. In a three-week sprint more than half of the State’s 2,080 employees created accounts and submitted 217 ideas; 30 finalists received Project Pursuit Awards and top concepts were moved forward for executive consideration and implementation.
